Build the main frame of your model first.	The distance between the top of the girder of any floor and the bottom of the girder of the floor above must be at least 15 cm (i.e. the clear distance, as the yellow arrows in the figure above). The 『girder』is the beam which connected to the columns.	You have to add paper on it to represent the floor. For convenience, it is allowed if the bottom of the fixings is not represented by flat pieces of paper (as the roof in the figure above).
